Deploying a large Node-RED project causes a 413 error

For groov EPICs and groov RIOs: 3.5.0

Symptoms:

When you deploy a large Node-RED project, the deployment fails and the Node-RED editor displays "Deploy failed: 413 Request Entity Too Large" error message.

Workaround:
