PAC Control crashes when re-entering Debug mode after Online changes on Windows 7 32-bit computers

Symptoms:

If you are running PAC Control on a Windows 7 32-bit computer, PAC Control may crash when doing the following steps:

In PAC Control, go from Debug mode to Online mode.
Make changes to one or more charts.
Switch to Debug mode. PAC Control will crash just after it downloads the modified chart(s).

Resolution:
