Strategy Date and Strategy Time fields appear as " # " in Runtime

Symptoms:

If you configure a text object to display either the control engine's Strategy Date or Strategy Time in your PAC Display project (Edit > Edit Dynamic Attributes > Text In from Control Engine > Setup By = String), Runtime won't display either. Instead, it will display a hash sign (#).
