PAC Control REST API stops responding to requests, reports error -113 (Unknown Error)

Symptoms:

After running without issue for a period of time, requests sent to the PAC Control REST API on a groov EPIC will stop working, returning error -113 (Unknown error has occurred). The control engine on the groov EPIC may stop responding. This issue occurs after an API request to the pac/device/strategy/vars/strings endpoint. If you review the PAC Control REST API logs, you will see a NullPointerException message after each request.
