Demoted User Shows PAC Control REST API Permissions

Symptoms:

When you do the following steps, groov Manage incorrectly shows the user having permission to "PAC Control REST API Read-Write":

From the groov Manage Home page, click Accounts.
In the Local Users section, click on another user that is a System-wide Administrator.
In the Permissions section, click System-wide Administrator and select No.
Click "Save". groov Manage displays the Accounts page. Notice that groov Manage shows that the user now has "PAC Control REST API Read-Write" permissions. However, this is incorrect and has no effect.

Resolution:
