With Redundant Network System Type, secondary IP address not used when set to active

Symptoms:

For a PAC Control Engine configured with a System Type of Redundant Networks, if you set the Secondary IP Address as the active IP address (in PAC Control, right-click the control engine, then select "Use Secondary IP Address"), when in Debug mode, you could see any of the following behavior:

In PAC Control, select Control Engine > Inspect. The top of the inspect window shows that the control engine's primary IP address is being inspected, not the secondary IP address.
If you unplug the Ethernet cable from the Ethernet 1 port, PAC Control displays a timeout message.
