Strategy archive upload fails with error message: "The controller does not currently contain a strategy archive"

Symptoms:

The Inspecting dialog box (in PAC Control Debug mode > Control Engine > Inspect; or in PAC Terminal > View > Status) may incorrectly indicate that the controller has a strategy archive, when, in reality, the controller does not.

If you try to upload the "phantom" archive, an error message is displayed: "The controller does not currently contain a strategy archive."
