Config EEPROM ‘Set’ button in PAC Control / ioControl Debug mode disables I/O unit

Symptoms:

During a stopped strategy in ioControl debug mode, if the Config EEPROM Set button is clicked, the I/O unit becomes disabled and does not re-enable. Errors –26, –534, and –8612 are added to the controller error queue. Attempting to re-enable the I/O unit adds error -8612 to the queue. Re-starting the strategy or cycling power to the I/O unit does not re-enable the I/O unit. Only cycling power to the controller re-enables the I/O unit.

While ioControl cannot communicate to the disabled I/O unit, ioManager is able to inspect the I/O unit without a problem.
