Alarm state priority in ioDisplay kept if all alarm states are set

Symptoms:

If only the Lo state of an alarm is configured and the priority is set, then the priority will not be retained. However if the four alarm states are configured (HiHi, Hi, Lo, and LoLo), then the priority is kept.
