OptoDataLinkRuntime won't start ("Unable to start OptoDataLinkRuntime" error message)

Symptoms:

Occasionally, the OptoDataLinkRuntime service doesn't start automatically when you turn on your computer, or when you manually try to start it in Windows Task Manager or the Windows Services application.

When this issue happens, you can recognize it by the fact that an "Unable to start OptoDataLinkRuntime service" message is written to Windows Event Viewer.

The message doesn't appear on your computer monitor if the failure occurs when you start your computer, but it is displayed on your monitor if you try to start OptoDataLinkRuntime by using Windows task Manager or the Windows Services application.

Resolution:
