SuperTrends do not start until after the first PAC Display Allowed User logs in

Symptoms:

When PAC Display Runtime starts and loads a project that has PAC Display Allowed Users configured, the first thing PAC Display does is prompt for a user to log in. However, until the first user logs in, SuperTrends do not start logging data. Once a user logs in, the SuperTrends start logging. (If a user later logs out, the SuperTrends continue running.) This creates an issue where there would be gaps in trending if PAC Display Runtime was restarted for any reason without someone logging in right away.
