PAC Display Runtime tooltips aren't working properly on some Windows 7, 64-bit computers

Symptoms:

When using PAC Display with the 64-bit version of Windows 7, if a user configures a graphic to display a tooltip (either a hint text or the tag/value text), it may not show up in Runtime.

Resolution:

Opto 22 has resolved this issue.
