SoftPAC: Error received, "A referral was returned from the server"

Symptoms:

When you try to launch version R9.3b or earlier of SoftPAC Monitor on a PC running Windows Vista or higher, you may receive an error that says, "A referral was returned from the server."

This error is caused by the Windows User Account Control (UAC), which prevents SoftPAC Monitor from initializing.

Resolution:
