Cannot enable I/O Unit and error -93 appears in queue

Symptoms:

In PAC Control Configure mode, if any digital point has Enable communication unchecked, then the I/O unit cannot be enabled. Error -93 appears in the control engine message queue when the strategy is run.

To reproduce this problem, create a digital point or change an existing digital point, and uncheck Enable communication. When the strategy is run, the blue INFO field appears at the bottom of the Debug mode window and error -93 code appears in the controller message queue. Attempts to manually enable the I/O unit fail.
