PAC Simulator IVAL On/Off Latch Set commands don't work with High Density digital input modules

Symptoms:

The PAC SIM Control engine IVAL Set Off-Latch and IVAL Set On-Latch commands do not work with high density digital modules (such as SNAP-IDC-32). The command does not write the desired value to the internal value (IVAL) of the digital point's latch input.
