Multiple charts using 'Move Numeric Table to Numeric Table' may cause strategy deadlock

Symptoms:

If two simultaneously running charts are both using the Move Numeric Table to Numeric Table command on the same pair of tables, the charts may become deadlocked. Deadlocked charts appear to be running, but strategy logic does not advance. In Debug mode, clicking the Pause button does not highlight a block, and a timeout occurs after stopping the strategy.

The problem occurs if one chart is copying from Table1 to Table2, while the other is copying from Table2 to Table1.
