PID State for Auto and Manual Modes are incorrect via the controller

Symptoms:

OptoOPCServer returns the wrong values for the PID Auto mode and Manual mode from the controller (CONT). It incorrectly returns a 1 for Auto mode and 0 for Manual mode, when these values should be 0 for Auto mode, and 1 for Manual mode.

This bug causes a problem in PAC Display when it is necessary to switch back and forth between reading I/O tags directly from I/O units, or via the controller. When the I/O tags are read via the controller, all of the PID status indications become reversed.
