PAC Control may crash when regenerating reference counts

Symptoms:

Changes to a PAC Control strategy that cause the reference counts to be regenerated, may cause PAC Control to crash. This comes as a result of PAC Control supporting Windows theming, introduced in Windows XP, and included in newer operating systems.

Some of the situations that cause this problem are leaving the Subroutines Included dialog box, or using the Find and Replace within the Tag feature.
