Some non-integer cutoff values and limits may not be evaluated correctly in PAC Display

Symptoms:

Some non-integer cutoff values and limits used in control engine driven dynamic attributes, are not evaluated correctly. Cutoff values (used in Line Color, Fill Color, and Visibility/Blink) and limits (used in Horizontal Size, Vertical Size, and Vertical Position) with the same mantissa, are incorrectly evaluated as the same value.

For example, cutoff values of 5.0 and 5.6 are evaluated the same. The dialog window below shows what happens when non-integer cutoff values have the same mantissa.
